If the browning needles are last years growth, that would be the normal needle drop that happens in late summer or fall on pines.
If the needles are new season growth, that could be any number of things, some disease or environmental stress. Also, is the browning all over the plant, or just on one side? At the top or bottom? If the browning needles are the current season needles, then a sample to your extension service would be in order.
Lastly, if all the needles are brown, then you should check to see if the pine is still alive.
