We moved to the KC area in April. There are 3 knockout roses planted together and they surrond the air conditioner. They have expanded in size and now are rubbing against the house and getting too close to the air conditioner. How and when do I take care care of this situation?

Knockout roses

Knock Out Problem
Here are my two suggestions. Knock Out gets bigger than most people think. They can reach 5 feet and maybe even spread that wide.
1. I would transplant and set the roses back from the AC unit. There should be at least 3 foot of air circulation around the unit. In late winter dig the plants up and move them about 3 feet farther away from the unit. This is the best long term solution.
2. Prune them hard each spring to control size. I would cut the plants back to about 1 foot from the ground. By doing this the plants will stay maybe 4 feet tall and three feet wide.
Hortis is correct about the buds and pruning but on this plant - I say just whack them back. They are so forgiving and easy care. Use trimmer or loopers and cut off at the 1 foot height. Very old woody canes I would take out to the ground to allow new shoots from the ground.
One more thing - don't fertilize these plants. Why make them bigger!

MY 2 cents would be if they are interfering with something deal with that rather than worry about "the best time".
The air conditioner issue shouldn't be too much of a problem this late in the season. So otherwise wait until early spring and prune them back in a manner accounting for them growing back into the areas you dont want them. This means pay attention to the direction of the bud you prune them back to on the stem - does it go back towards where you dont want it or back into the plant or will it grow in a direction away from the AC/plants around it?
Also prune out any winter kill.
Id prune back anything rubbing on the house just a little bit for now just so it doesn't scratch painted surfaces (if applicable). then prune back more in the spring.
