HI,
My potted geraniums held over from last year have not developed since taking them outside...the leaves form and develope holes and the edges of the leaves seem to be eaten away...could it be something in the soil and if so is it safe to put soil in compost?

My hunch is the that plants have very little vigor after being held over. It is probably not a disease as most geranium diseases cause the plant to die.
You could try repotting and fertilizing more to provide growth as the old potting soil is probably pretty well used up. There are several insects that feed on geraniums and if you like you could treat with Insecticidal Soap or another insecticide. The budworms have started to feed on the flowers.
As for the disposal of the soil - I would not worry about adding to the compost pile as it is highly unlikely that you will be planting geraniums in that compost. Geranium diseases will rarely attack other plant types.
