Weigela
You could transplant when they are dormant this fall, but I would wait until early spring to transplant the Weigela. Prune back at that time and conserve as much of the root system as you can.
This fall, dig around about 1/2 of the root system to sever some of the roots in preparation for transplanting. Mulch the plants. Also, it would be good to prepare the planting site this fall. Improve the soil, dig in lots of organic matter, and let winter work the soil for you.
