I have a Jasmine plant in a container that I would like to keep inside during the winter. I have a tropical fertilizer and a sunny east window. Is there a clear plastic cover I can purchase or other ways to increase the humidity that would be appropriate for in-home use?

Over Wintering
First forget the fertilizers as your goal is to keep the plant alive not push growth. So no fertilizer.
Increasing the humidity around the plant is difficult. I would worry more about the amount of sunlight then humidity.
Tray of pebbles sounds good but in theory not that great unless you are at the level of water evaporation. A foot away no difference. Plastic bag not going to work.
For winter care provide the highest light possible, water as needed and no fertilizer until you move back outside in the spring.
