I have a small Blue Star Juniper I would like to transplant. Can I do it in the spring, or should I do it now? Also, I had 3 Morning Light miscanthus grasses that have reverted to something nondescript and unattractive. Is this common? Should I try to replace with same thing or is there a better choice?

You may transplant the juniper now. Mulch well to conserve moisture and prevent freeze/thaw heaving. Also water during the winter if we have a dry spell.
Morning Light Miscanthus can revert, especially after a few years. Although it spreads by runners, cross pollination could occur if there are other Miscanthus varieties nearby. If it is some years old, it may be time to divide, and ss it is not fulfilling your expectations, I say dig it out and replant now.
