Is this the best time to move a peony? Also can they be dug up, held and replanted at the end of the year?

Peony Moving
Any time in September through mid-October is the ideal time to transplant. It is a little pass the ideal time but I would still go ahead and transplant.
Holding till next year can be done but it would best to replant. This will allow for root establishment over the winter and in early spring.
If you can not replant - then pot up in a good quality potting soil and dig the pot into a garden spot for winter protection, then apply a light mulch and transplant early next spring.
