Larger particles are better for slopes as they provide more weight. Living plants are also good. Hortis mentioned crown vetch, many are not planting as it has become invasive.

Rock mulches are an option but do not build the soil.

A few well placed larger stones might slow the water movement and help hold the mulch. A combination of plants and mulch is probably the best option.

The best mulch for a sloping area is a living one. The roots prevent washing. Wood mulches will wash away.

Crown Vetch or clover would add nutrients to the soil but may not look the best in some settings.

Otherwise some other kind of groundcover.

Alternatively large stones that wont easily wash could be considered.
