Will Blue Plumbago take the Kansas City winters?
This is the problem with common names. Several plants go by plumbago. One is the annual that Hortis mentioned. This is grown in containers or a summer landscape.
The other is a ground cover Ceratostigma plumbaginoides or Plumbago or Leadwort.
This is a ground cover that has blue flowers. It grows best in partial shade or full sun. We have grown this one in our demonstration garden.
So we need to make sure we are getting the right plant for the common name.

I assume you mean "cape plumbago".
It does not make it through the winters here unless you bring it in and care for it overwinter.
